What you can upload depends on your role, so as long as you have the correct permissions, you can upload.
Candidates Can Upload
Candidates interact with their cases through their packet. They can upload materials to satisfy specific requirements in their packet, and can upload their own selection of documents when an administrator has checked the "Candidates can add additional documents to this section" option in one or more of the sections on the Candidate Requirements screen.
Committee Members Can Upload
If a committee member has "committee manager" status, they can upload materials on the Case Materials screen, or they can upload documents on the Case Details screen to satisfy committee requirements, if those have been set up.

Note: When a candidate asks that someone else who isn't an administrator be allowed to upload materials on their behalf, this other person is added to the relevant case step(s) as an ad-hoc committee member.
Admins Can Upload
Admins can upload materials on the Case Materials screen or they can upload documents on the Case Details to satisfy committee requirements, if those have been set up.
