No, unless the case is for a 5-Year Review action.


It is UCLA’s policy that cases cannot be sent forward for department review until the candidate has completed the certification process (the Prior and After Certification Forms).


However, cases for 5-Year Review actions may be advanced without the candidate’s certification. The caveat here is that the department must upload proof, to the case packet/dossier, that they have attempted to contact the candidate for certification.
