No, unless the case is for a 5-Year Review action.
It is UCLA’s policy that cases cannot be sent forward for department review until the candidate has completed the certification process.
However, cases for 5-Year Review actions may be advanced without the candidate’s certification. The caveat here is that the department must upload proof, to the case packet/dossier, that they have attempted to contact the candidate for certification.
